Sarah Andre
STRUCTURE DEVELOPMENT
Sarah is the owner of Structure Development and has been a member of Austin's Affordable housing community since 1994 working on both single-family and multifamily developments. Much of her career has been focussed on community-based development and working with non profit organizations. Since 2005, her tax credit work has resulted in more than 15,000 affordable units for the State of Texas. She has a deep understanding of the opportunities and challenges that come with developing and operating Affordable housing projects, in particular those that are rooted in a community-driven effort. In her spare time, she's in her garden, reading, and enjoying all that Austin has to offer.

Jake Mooney
JCM VENTURES
Jake Mooney, owner of JCM Ventures, Co-Owner of MRE Capital and Streamline Construction, brings the experience, capital strength, and agility of a family-owned business. He owns and operates more than 1,400 units of Affordable housing across 6 states, prioritizing reputation over returns. Jake is an expert in real estate finance and has a hands-on approach to construction, personally inspecting construction progress at each development he owns.

Sallie Burchette
STRUCTURE DEVELOPMENT
Sallie has been involved in community development for 30 years. Her insight is elevated by experience in both the public and private sectors as city planner, real estate developer, and construction manager. Ms. Burchett has worked with over 2 dozen cities across the state including Kerrville, Lakeway, Westlake Hills, Dripping Springs, Round Rock, and Nolanvile reviewing development and recommending land use policies. Ms. Burchett is an advocate for great places to live, work, learn, and play. She is also a member of the American Institute of Certified Planners. Ms. Burchett loves cool signs and is not a fan of billboards. For fun, Sallie plays Scrabble with her husband and heads to the coast as often as possible.

Courtney Banker
AUSTIN HOUSING FINANCE CORPORATION
Courtney is the Austin Housing Finance Corporation’s project manager for 5900 S. Pleasant Valley Road. Courtney has been actively involved in the community outreach process and development partner selection for this site since the City of Austin identified it for future development in 2022. Courtney is a project coordinator for the City of Austin, working to steward affordable housing partnerships and acquisitions with the Austin Housing Finance Corporation. Before joining the City, Courtney worked in affordable housing development and transportation planning. She received a Master of Community and Regional Planning degree from the University of Texas at Austin in 2022. In her free time, Courtney plays ultimate frisbee, reads fiction, and learns how to properly use her rain barrels.

Alice Woods
BROADLEAF COMMUNITY CONSULTING
Alice coordinates community outreach on behalf of Structure Development + JCM Ventures for 5900 S. Pleasant Valley Road. As the owner of Broadleaf Community Consulting, Alice works with affordable housing developers and advocates to gather input and guidance from neighborhoods and local stakeholders on proposed projects. Before starting Broadleaf Community Consulting, Alice received her Master of Community and Regional Planning degree from the University of Texas at Austin and managed the construction of LIHTC-financed affordable housing developments throughout Central Texas. When not working to further affordable housing access in Austin, Alice is usually e-biking around Austin or swimming in Barton Springs.

Christine Castillo
STRUCTURE DEVELOPMENT
Christine joined Structure Development in 2021. With an interest in urbanism and sustainability, she obtained her degree in Geography and Urban Studies from the University of Texas at Austin. Outside of work, Christine enjoys reading, baking for friends and family, and spending time at Austin’s many parks.
